Disabling the editing of preferences that are related to owners or
moderators, since we're (a) not sure how that will work and (b) it's really
confusing to users. It's possible moderator/owner subscription settings
might be useful for vacations, but those will have to be a wishlist feature.

Removing the user management pages, since they were mostly empty and users
will likely be managed through the list interface anyhow.
