First pass at a data abstraction layer

We should probably change the name to something else, ideally it would
be 'datastore' but that is currently taken. Suggestions welcome.

Also adds a LazyPluggable loader to abstract the the common method of
dealing with pluggable backends.

Passes all current tests, once I get some feedback that this is a good
direction I will add more tests.
