Ask Upstart App Launch to make settings single instance
Description of the change
Ask Upstart App Launch to make system settings single instance. This will only work in cases that Upstart App Launch is used, but that will be everything in the next week or so.

Note: There'll be support coming in QtUbuntu for getting a new URL if the program is running. System Settings will need to add support for that when it lands. Hopefully today/tomorrow.
