This branch merges upstream changes.

The basic changes are: the metadata sync from upstream archives now happens *outside* hook environment, and therefore have been refactored to their own module to avoid importing anything from charmhelpers (since that fails outside a hook environment).

This also introduces unit tests, and passes current functional tests. It was further poked at manually.
