LLVMTCEScheduler.cc is not used so do not include it in libtce.so.

This caused a nasty problem with libpocl.so which loaded an .opb which
loaded libtce.so which initialized LLVM cmdline parameters in that file and
ended up crashing when the next .opb was loaded as it tried to initialize
the cmdline arg multiple times.
