Description of the change

no need to depend checkbox-autostart-server or checkbox-autostart-desktop

Although package checkbox-ci-mailer is expected to work with checkbox-autostart-server or checkbox-autostart-desktop, it does not need them to run. Lack of checkbox-autostart-server or checkbox-autostart-desktop won't make checkbox-ci-mailer mechanism fail or crash. checkbox-ci-mailer only provides the configuration files to register upstart and systemd services.

Remove the dependency to fix issue LP: #1467393
