Remove HSP/HFP Bluetooth job from N+1 and 16.04 Test Plans

As bluetooth HSP/HFP is removed from bluz5 [1] so it will not be supported
in 16.04. And it is/will be removed from certification coverage as well.

Please skip HSP/SFP test case in 16.04 and remove it from 16.04 test plan.
