checkbox-ng:commands:newcli: Remove the app blob generation

Rationale:

- It was using whitelists filenames, the list of qualifiers being heterogeneous,
  such method cannot work now.
  It does not prevent suspend/resume session to work (as in inv_run in plainbox)

 - We can rebuild the qualifiers from the command line option or even store the
   testplan ids instead.

 - As it is, it does nothing really helpful as even after resume the newcli is
   not using the qualifier list.
