wrapper_common: fix setup of CHECKBOX_RUNTIME

The variable CHECKBOX_RUNTIME was intended to be used to find
where the checkbox content snap is located (as indicated in the
comment). However, this was only working for classic snaps where
the content interface was not used. This provides a reasonable
path for non-classic checkbox snaps.

Build checkbox20 snap by default

Switch master branch to building checkbox20 snap. Currently this
will be identical to the checkbox18 snap and as features are
available in snapcraft will transisiton to base: core20. The
series18 branch will house the checkbox18 snap.
