- move interfaces to safelisp.isafelisp
- add ISLCallable
- Get rid of special cases for regular python functions - (foo) now requires
that 'foo' is ISLCallable. Same goes for *exc-handler*.
- added a safelisp.wrapper.PythonFunctionWrapper which eases the wrapping
of Python-implemented functions for safelisp (only those which don't depend
on their environment or interpreter).
