[stub] Some fixes for issues noticed during a production deploy.
- old versions of Cassandra can fail on some cloud environments when the
local hostname cannot be resolved.- The nagios check 'shortname' sanitizer was not strict enough, passing
invalid values through if you did something particularly stupid like
specify the space separated list of data directories as a comma
separated list...- DataStax have a new package signing key, so DSE deploys using default

[stub] Rework the Cassandra charm to rely on leadership, and maintain
the unit and service status while we are at it.By using leadership, we increase reliability and are able to remove a
large amount of code that was needed to cope with flaky coordination.
