Merge lp:~stefanor/overlay-scrollbar/ma-foreign into lp:overlay-scrollbar

overlay-scrollbar needs to be Multi-Arch: foreign for overlay-scrollbar-gtk2 be installed on a foreign architecture.

There was another merge proposal years ago for this
https://code.launchpad.net/~braiampe/ubuntu/trusty/overlay-scrollbar/fix-for-1262022/+merge/218899 that got patch piloted, but never actually merged. (It wasn't to quite the right place). Which all makes me a little sad :(

I'm so tempted to just skip the bureaucracy and just fix it...
