conf: add rc-manager=resolvconf

This causes NetworkManager to use the resolvconf
binary to update resolv.conf as opposed to the
default behavior which involves a symlinking to
NM's private copy. The default doesn't play well
with other network management stacks that may be
in use on the device (LP: #1602356).
