Fix local charm parsing

When a deployment use a local charm, the checks would skip those
charms because of an incomplete regex.

[juju] assert rabbitmq cluster-partition-handling set to pause_minority

All deployments are now recommended to use pause_minority. The charm
default "ignore" is also discouraged. So we now fail unless
cluster-partition-handling is explicitly set to pause_minority

[storage] make fio tests time_based

This will repeat the workload until it reaches
the end of the test (currently 300s) which
should give more meaningful averages,
particularly for larger block size tests that
finish quicker.

Use a smaller default ramp_time for 4m vs. 4k

This is because it takes a lot less time to transfer the
same amount of data with 4m than with 4k. Also makes these
parameters configurable.
