Fix: dhcp snippet create fail when dhcp subnet is relayed

When creating a DHCP snippet on a subnet in a VLAN that
relays DHCP requests to another VLAN, MAAS was failing
with: 'no available rack controller connected'.

This patch fix the problem by changing the DHCP checking
to also consider DHCP servers that are on the relayed VLAN.
