Update to modem-manager 1.16.6

modem-manager 1.16.6 has been released to focal-updates. Update the
snap accordingly.

tests: some additional things to settle down daemons

tests: fix checks using ! operator

The ! operator does not work as you expect with 'sh -e', so we change
for if/exit constructs.

tests: install NM from the stable channel instead of beta

tests: use "snap connections" to check interfaces

Use "snap connections" to check interfaces instead of the deprecated
