Move to core20 base and 20.04 sources

First pass on NM for UC20. All modem hacks removed until there is a
need for them in a UC20 image, if that ever happens. Use layouts
instead of patching sources.

Run script to automatically check which packages have been primed:
Instead of using a manually crafted unstage.txt, the
find-non-primed-pkgs.sh finds our for us which packages were staged but
not primed in the end.
