tests/main/lxd: disable cgroup combination for 16.04 that is failing a lot

Xenial lacks some patches which makes this combination flaky and it fails
consistently in tests, so disable it.

tests/main/lxd: mv xenial test skip to just skip the nested part of the test

The rest of the test up to here is still useful and meaningful to test on this
combination, it's just nested containers with snaps that don't work always due
to the missing patches.
