tests: run ubuntu-20.04-* tests on all ubuntu-2* releases

This commit changes all `ubuntu-20.04-*` tests to also run on
all future Ubuntu releases in the 2020-2029 timeframe. This
will ensure tests run on e.g. groovy and if the distro changes
in an incompatile way we learn about it early.
