Create ssh host keys in the creation script instead of on the device

The original idea of creating the ssh host key during boot was rejected
by Colin because its too dangerous and there will not be enough entrophy
available at this point. Instead generate the keys from the create-image
script which of course means that the image can not be "cloned" anymore.
