   * Added the libutf8::case_insensitive_string type.
   * Fixed the mk so it generates an error on an unknown command line option.
   * Added a test so we can make sure that the case_insensitive_string works.
   * Fixed the existing test tag names, we have to have the square brackets.
   * Moved a couple of validation functions from the libsnapwebsites to here.
   * Broke up the tests in a character and a string so we can just validate a
     standalone character too.
   * Added another validation for UTF-32 strings and characters.
   * Allow for a specific test to be run with `mk -t <name>`.
   * Allow for a nullptr when calling start_with_bom().
   * Added a new exception for unsupported features.
   * Aded a function to check whether a character is a surrogate and which one.
   * Added a to_u8string() with std::wstring as input.
   * Added a to_u8string() with wchar_t as input.
   * Added a to_u8string() with char16_t as input.
