test-open-iscsi.py: save journals and publish artifacts.

inside the guest grab the /run/log/journal directory.
and if environment variable is set, copy the disk to the adt publish dir.

patch-image: add x-systemd.device-timeout= for /etc/fstab entries.

this is in interest of avoiding bug 1732028.
It adds x-systemd.device-timeout=6m to the /etc/fstab entries
so to avoid timeouts possibly due only to the slow environment
that the tests run in.
