Oracle: No longer set datasource_list to Oracle.

This image modification is no longer necessary as cloud-init will
now correctly identify and use the 'Oracle' datasource.
Full support went into cloud-init 18.3-24-gf6249277-0ubuntu2.

softlayer: install grub-legacy-ec2 package.

grub-legacy-ec2 was removed from standard images when it was
removed from the server-recommends seed. That occurred in
seeds on June 4. That was not seen in the archive until upload
of ubuntu-meta package at 1.422 on August 15.

We started seeing failures after that.
