add 'boot-partition' as a sub config item in block-meta

This should allow the user to specify the boot partition via config
as well as via cmdline flag.

block-meta:
 boot-partition:
  enabled: True
  fstype: ext3
  size: 1024

getting 'size' passed through to make it stick is not implemented here.
