Merge ~smoser/cloud-init:fix/disable-yakkety-tests into cloud-init:master

tests: remove 'yakkety' from releases as it is EOL.

This is not strictly necessary, but since yakkety is no longer supported
we will remove it from the releases.yaml file.

i think best to pull the 'release' out so we dont' have inadvertant bit-rot on a hunk of text that we're not ever going to support again.
Ie, if its 'feature groups' needed change it would increase future burden to keep it here.
