Makefile: add BUSYBOX_CONFIG variable

br-busybox-menuconfig was not getting the conf/busybox.config copied in.
This was because I wasa relying on BUSYBOX_CONFIG_FILE being passed to
buildroot's make to do the right thing. It was not doing the right thing.

mkcabundle generates ca-certificates. The end result is functional
'curl https://www.google.com'

remove ca-certificates package

The ca-certificates package didn't work as it should.
The package would install, but would then get removed by openssl's
installation. I did not see any way to foce its installation
to happen after openssl's.

The next commit will add the same functionality in a different way.
