Checkinstall support

Use checkinstall to generate a debian package. Can also probably add support for creating an rpm later.

Add custom icon from Saleel Velankar

rbpitch tool icon now has a distinctive custom icon donated from Saleel Velankar of the Ubuntu-Artwork project.

Also added rb.vapi which can be used to regenerate the .c file from the Vala sources, and updated the Makefile with a build rule for it.

Add DEPENDENCIES file

This file lists specific packages to install for some popular distros, as well as installation commands. Tested against vanilla installs of said distros. OpenSUSE 11.4 was tested with Milestone 6.

Fixup schema with sane values

Previously, we were putting the maximum range of pitch/tempo/speed as the default in the schema. Settings weren't being persisted, and the plugin was inactive by default. Not sure I am happy with those defaults, so I changed them to more "normal" range defaults, and the pitch/tempo/speed will persist by default. The user can, of course, change these things at runtime in the configuration pane.
