Slightly modify the period-payment-below-zero warning to only warn if
the payment amount is < 0 (i.e., money is being taken out) and the
total payment for the period is < 0. Now print the user summary
afterwards (I've been asked by people when paying to know how much they
still owe). Updated the comment.

Changed paybill processing to remove limit that the monthly payment
must be >= $0. If the submitted payment reduces the monthly payment
to < $0, then the user is prompted to confirm this action.

Corrected small bug where we weren't using the correct value for
displaying the amount deducted.
