Added create another functionality to facility group creation workflow. Facility groups for a scenario are also displayed on the facility group creation page now. Fixed the bug cause by undefined $current variable between linse 109 and 120 in agScenarioFacilityGroupForm.

Cleaned up some styling on facility staff resource creation, refactored some code. Mostly committing to avoid any possible conflicts.

Staff resource requirements are now saving. After submission, an unfound module message will appear. This is expected, as that module has not yet been created. Values are getting back to the database though, with relations correctly parsed.
