Moves various things related to where settings are saved to, to the module xl.path. This will fix bug 137056, allow running exaile.py from outside its directory (previously the "exaile" script has to cd to the directory first), and possibly implement XDG basedir support.

Moving logging code to new "logger" module.

This allows the logger to be used much earlier without dragging the whole
dependency of xlmisc. (For example, the path module can now use it.) The
functions in xlmisc are still there for now, because currently there is too much
code using them.
