Make debian package generate Python 2 & 3 binaries

Fix package generation to produce both python2 &
python3 binary packages from single source pacakge.
Move all scripts to the Python 3 packages ahead of Python 2 sunset.
Python 2 packages will depend on new Python 3 packages to force upgrade,
so scripts continue to be available and Python 2 modules continue to be
available too.
