Remove Java Build Dependencies. The Java packages have been removed, so

Changes to help track the 2.0 beta releases:
* Removed `postgis` and `libpostgis-java` packages. The `postgis` package
appears to be useless as it contains only manpages. `libpostgis-java` is
just a distraction at present.
* PostGIS tools are now relocated to `/usr/bin` instead of being left in
`/usr/lib/postgresql/ <version> /bin` so that they will be available to
users.
* PostGIS plugin libraries are left in `/usr/lib/postgresql/ <version> /lib`.
This is where they have to be and also where `postgresql-contrib`
installs its components. Having pre and post install scripts that link
the libraries from different locations just adds a maintenenance burdan
that is unecessary at the moment.
* The PostGIS extension module is installed so that `CREATE EXTENSION` will

[PATCH] getopt.dpatch added to avoid var collisions among Postgis getopt
and glibc one. That solves a FTBS on mips/mipsel.
