Update changelog reflecting the lastest change

As you are going to do a bunch of them, as told on IRC:
15:00:53 didrocks | do you mind completing debian/changelog?
15:01:06 didrocks | you should have dch installed I guess (in the devscripts package)
15:01:09 didrocks | you can dch -i
15:01:14 didrocks | and tell something like:
15:01:24 didrocks | * debian/
15:01:42 didrocks | - Update dictionary option for follow latest apport spec
