Added workaround for encoding issues and Jenkins changelogs.

If the changelog.xml does not contain xml (like when bzr is used), it
is now opened in utf-8. This handles case of non-ascii characters
encountered at Jeppesen. Not clear if this will work for all use cases
though.

Catch exception if we can't encode the string.

We get a stack trace for the texttest self tests. Pretty sure it is my
surname (Kjerrström) which is causing it. Can't be reproduced outside
Jenkins though. Added a fallback and some printouts to try and nail it
down, and still get the pages generated when this happens.

Support starting a window manager in Xvfb

Add support for starting a window manager under Xvfb. It is needed in
order to be able to test Eclipse 4 applications with StoryText. Without
a window manager the main Eclipse 4 application window does not get
focus, which makes StoryText tests to hang up and eventually time out.
