Non-ascii characters in the changelog is now allowed.

Added test to show issues with non-ascii characters in changelogs from bzr.

The changelog.xml does not contain xml in when it's generated from
bzr. Some encoding issues ensue.

Started over on a fresh copy of RpmArtefacts.

Seems saving a version where the stacktrace occured caused a lot of
problems when the exception was caught. The mocked data wasn't in
sync, and I did not replay.
