Allow signed package to be respun without unsigned update

If a mistake in this package requires respinning it, currently the
unsigned package must also be respun. This means resigning the
bundle without changing its contents, which isn't desirable.

Aloow this package to be respun without respinning unsigned. This
means stashing the unsigned version number in
debian/unsigned-version, otherwise we don't know the version of
the tarball we are downloading, so the opposite (respinning
unsigned without this package) is still not possible.
