there is issue that when check_graylog_health.py request to graylog
timeout 3 secs is too short.

Fix password issue when upgrading charm.

When upgrading graylog charm, already existing user's password is not chaning.
But unitdata.kv()'s value and leadership value is changed forcely.

This fix check's original password and if there is, it doesn't change password.
