Added in a JenkinsAPI machine allocator using the new plug-in mechanism
By default, runner.py will continue to use PandaKit as the machine
allocator (this is to allow jobs to run unchanged). However, one
can now add new allocators -- eventually MAAS might fall into this
category. In this case, the JenkinsAPI will provide a list of machines
that are not the Jenkins master node but do have Jenkins slaves on
them so they are part of the cluster. When using this allocator, one will need to specify the allocator
(use --allocator JenkinsAPI) to runner.py, and then provide values
for the arguments --jenkins-user, --jenkins-password and --jenkins-url.
