Description of the change

docker.io is currently being affected by a snapd bug (LP #1944004) that is manifesting on non-amd64 architectures.

This has been blocking docker.io on impish-proposed for a few days now. I talked to the snapd team and they are going to investigate the problem, but don't have an estimate unfortunately. Meanwhile, I'd like to propose that we add a hint for the specific version of docker.io that's blocked so that it can migrate.
