fix: update channel selection to ubuntu-VERSION_ID

Previous fix in LP:2043843 didn't cover all the cases for ubuntu
version, and grabbed slightly incorrect channels. This sets a default
channel_version of `latest`, and default channel suffixes of
`stable/ubuntu-$VERSION_ID`. This tracks with the current policies for
pre-seeding snaps and LXD pinning LTS releases to LTS versions of LXD.
