desktop-minimal: recommend systemd-oomd

systemd-oomd is now available in Jammy as of systemd 249.9-0ubuntu2 and can be
activated by installing the corresponding package. sd-oomd works best if some
swap space is available, to I'm suggesting to only enable it on desktop for now

Other flavors should decide for themselves if they want to enable it.

It Recommends libsnmp-perl, which is in universe. Instead of adding a
delta to the package, just demote libsnmp-dev to universe (because its
rdeps are all in universe as well anyway).
