development: explicitly exclude rust-doc

We don't want the Rust documentation in main at the moment, only the
language compiler. One rationale for this is that Rust developers
typically don't rely on the system toolchain, instead using rustup,
which can also pull in the documentation for whichever version of the
toolchain they're targeting.

Another reason we don't want the docs is simply that this would pull in
new JS dependencies.

ship-live: do not pull in edge hwe kernel

ship-live has a pattern to include all nvidia LRM for the
generic-hwe-20.04 flavour. But the pattern also matches
generic-hwe-20.04-edge flavour. Thus ship-live ISO pool ends up with
some v5.15 kernel packages which are not needed.

Clamp the pattern to only ship hwe-20.04$ related modules.
