Reset test status for r-bioc-rtracklayer

The tests are failing because autodep8 generates the wrong metadata,
leading to a borked test setup. See Debian bug #961138.

postgresql: armhf test environment triggers permission issues

This is slightly odd as outlined in [1] it is only occurring in recent
bionic armhf tests. The root cause is clear and fixed later on via [2].

We don't want to push an SRU package update just for this self-test fixup
and in these packages case the tests on armhf cover exactly the same
as the other architectures which still work.

Therefor reset the affected tests on armhf in bionic
