lpci: add oval_lib unit tests

Add the oval_lib unit tests from the test/ directory. I don't believe we
can add the functional or end-to-end tests at this time, but it would be
worth extending the test infrastructure to do so.

lpci: run unit tests under pytest-3

Rather than running each test individually, run them all under the
collection method of pytest-3; otherwise, if an early test script fails,
later tests won't be run.

(There *can* be reasons to fail a testrun early, if there's an early
failure that would cascade and cause many later, nore expensive tests to
fail, it can be worth avoiding those. But that's not the case here, at
least for now.)
