  * Backport to Xenial
  * Fix co-installability with other libgsl library versions (with reference
    to changelog entry 2.4+dfsg-4 about "New package libgslcblas0 to contain
    the BLAS interface library which never changes ABI" and knowing there are
    zero cblas source code changes between gsl 2.4 and latest version 2.7.1):
    - d/control: Change to libgslcblas0 (>= ${binary:Version}) binary version
      restriction for libgsl27{-dev} allowing this or a newer libgslcblas0
  * debian/control: Set debhelper-compat (= 10) BD (LP highest for Xenial)
