feat: refactor generate_ubuntu_yaml file

Now, skopeo is not running unnecessarily; some libraries are imported when we need them, like boto3.
Now the username and password are not required in the case of a public registry.
The dockerfile has also been modified to have the requirements to launch this script
and to finish the necessary CLI args now that don't have a default value.
