This is the pyqt4 version of qbrz for breezy, kept as (in response to https://bugs.launchpad.net/bugs/1900112) trunk will now be moved to pyside2

1618. By Robert Ladyman on 2020-08-08: Fixed __init__.py to look for version.txt relative to itself. Corrected version_info so that entries are integers instead of strings (otherwise Breezy chokes on them in _format_version_tuple)

1616. By Robert Ladyman on 2020-08-08: Added version.txt to centralise the version-number handling: it just needs to contain X.Y.Z (e.g. 0.3.2). Adjusted Makefile to read the release from version.txt and set it appropriately along with calling the inno compiler (iscc) and passing the version number to it. __init__.py adjusted to read the version number as was setup.py and installer/qbrz-setup.iss. Started debugging for the move / rename bug.
