Updated locales and fixed bug lp:1264499 where app crashes when for example using arabic as locale as the time is also in arabic and cannot be parsed any more. now streamlined all the timethings a little bit

This now fixes the crashing described in bug lp:1264506. I just very dirty check if SyncService has some undefined variables and if so, just dismiss all the sync stuff and do a normal appstart

revert the service thing - this needs much more work to be really effective. we need another fix
