Merge lp:~rye/ubuntuone-client/no-dbus-if-disabled-stable-1-6 into lp:ubuntuone-client/stable-1-6

Check whether file sync is enabled before acquiring the DBus name.

This branch simply moves the check for files_sync_enabled config option to be made before the check/acquiring of DBus name.
