docs: separate design docs from general docs

The 'data model' info is design notes for the OVN integration. Create
a new section of the docs that separates design notes from general
docs because I have some more things to add to this section.

devstack: enable q-meta

Enable the neutron metadata service in the primary sample local.conf.
I have no idea if this works, but conceptually it's needed.

Testing has worked fine so far without it because config-drive is
being used. However, our setup should still allow metadata API
access, as well.

Enable exception raising when OVSDB transaction fails

By default the OVSDB implementation suppresses exceptions raised in case
of OVSDB failures. This patch enables exception raising in order
to avoid introducing inconsistencies between Neutron DB and OVN NB DB.
